Local Accountability
Councils Accountable to Local People
CCN believes that the current performance and inspection regime places too much emphasis on accountability to central government and national performance and inspection frameworks, and too little on achievementof local priorities and local performance management. A dramatic scaling back of nationally prescribed indicators, service frameworks and inspection and audit is needed.
Work will include lobbying for:
- A dramatic scaling back of nationally prescribed indicators, service frameworks and inspection and audit;
- Locally owned performance management within local government that focuses on local priorities and encourages the pursuit of excellence and innovation to meet the needs of citizens and service users;
- Alignment of any continuing central frameworks across all public services to ensure that local partnerships are not hampered by conflicting objectives and measures set at the national level;
- Any remaining inspection to be risked based, well targeted and proportionate and focused on services to vulnerable groups - not on internal processes;
- Recognition of the good record of our member authorities through providing evidence of continuing good performance, sharing good practice from high performing member authorities and as a network supporting member authorities to improve performance where needed.
