Fair funding for local services
CCN believes that the current local government finance system is not fit for purpose. A fundamental change is needed to how local services are funded to ensure a greater autonomy and effectiveness in how local services are delivered.
Work will include lobbying for:
- A new and transparent system of local government finance, including the replacement of the four block model;
- Funding to reflect the additional costs of provision of services in areas that contain a mixture of urban and rural areas;
- Any new responsibilities devolved to local authorities to be fully funded;
- Increased freedom for member authorities to raise and spend more money locally and to vary local taxation;
- Continued support for prudential borrowing;
- Specific issues of concern to member authorities, including waste, adult social care, children's services and concessionary travel;
- A fair funding settlement for 2011-14 and beyond through providing evidence on funding issues to maximise the 2011-14 funding settlement for member authorities;
- Realistic expectations on future efficiency savings including through providing evidence to demonstrate the efficiencies that CCN member authorities have already made, and continue to make, including with partners.
