A Five Point Plan for National Renewal
Our Five Point Plan For National Renewal sets out the our members' priority areas for the Andy Burnham government
20 July 2026

With Andy Burnham becoming UK Prime Minister and leading a new administration in government, our Five Point Plan for National Renewal sets out the reforms and changes needed to unlock the full potential of county areas.
Put simply, county and rural areas are central to achieving the new Prime Minister's ambitions for good growth in every postcode, and his aims for a new era of devolution and reform of public services.
We will be making this case to the new administration in government across five priority areas:
- Ambitious county devolution and public sector reform that will drive regional growth, underpinned by a clear distinction of powers between mayors and councils, ensuring the role of councils is enhanced, not diminished.
- Practicable and sustainable adult social care reform that keeps services locally delivered by councils, democratically accountable and focused on prevention.
- Improving outcomes in SEND & children's services by implementing long-term SEND reform alongside wider reforms to children's services focused on prevention and early intervention.
- Planning reform that creates communities through a locally-led planning system that delivers sustainable housing growth in the right places and more affordable homes, alongside supporting infrastructure and services.
- Sustainable funding delivered through a fair, transparent and sustainable system, and an approach to local government reorganisation that meets the needs of county and rural areas.
