This report, developed by BT in partnership with the County Councils Network (CCN), explores how digital transformation can help local government respond to rising demand, financial pressures and changing public expectations.
It argues that county councils and unitary councils are uniquely placed to act as leaders of digital change, improving service quality, efficiency and inclusion while supporting economic growth and climate ambitions.
Building on lessons from the pandemic, the report highlights how technology has the potential to enable hybrid working, reduce costs, and strengthen services such as social care.
Recommendations to local leaders include:
- Embed digital transformation as a strategic priority across all council services. Invest in the core foundations of cloud, connectivity and collaboration.
- Expand hybrid and flexible working to improve recruitment, retention and productivity. Prioritise digital inclusion and skills, especially for vulnerable residents.
- Use digital tools to manage demand and reduce costs, particularly in social care. Work early with trusted technology partners to design, deliver and scale solutions.
