County Spotlight - Economic Growth

This publication is the first-ever in the County Spotlight series, and shines a light on how County Councils Network (CCN) member authorities are leading economic recovery efforts following the disruption caused by the Covid‑19 pandemic.

Featuring 176 case studies, the document shows how county councils and unitary councils have delivered rapid business support during the crisis, while also setting out ambitious long‑term economic strategies focused on skills, infrastructure and  regeneration.

Counties are uniquely placed to convene partners, channel investment, and design interventions rooted in localism.

Case studies showcase that counties are helping with business recovery as well as supporting individuals through reskilling hubs, employment initiatives, and programmes for vulnerable residents.  

Recommendations to government include:

• Ensure levelling‑up policy and funding are fully extended to county areas. Accelerate county devolution with powers aligned to local economic priorities.

• Support long‑term investment in infrastructure, skills, and green industries. Enable flexible, place‑based funding to respond to local economic needs.

• Promote collaboration between counties, businesses, and national partners.
