Our response to the revised National Planning Policy Framework (NPPF), outlined by the new government, outlines the networks’ members’ concerns.

These include fears that the proposals will undermine the plan‑led system, weaken local democracy, and significantly increase housing pressures in county and rural areas.  

Whilst we support growth and nationally set housing targets in principle, we argue that the new approach is unrealistic, insufficiently consulted on, and risks fuelling speculative development without the infrastructure required to support it:  

  • Mandatory housing targets would increase housing requirements in county areas by 56%, far higher than urban areas.  
  • 94% of councils say the new targets are excessive, and 90% cite lack of infrastructure as a barrier.  
  • 85% report infrastructure pressures are already “excessive”.  
  • Reintroducing a five‑year land supply would increase speculative development and undermine Local Plans.  

Recommendations:

  • Treat national housing targets as a starting point, allowing local flexibility.
  • Cancel the proposal to reinstate a universal five‑year land supply test.
  • Strengthen infrastructure delivery, with clearer plans and funding for roads, schools and services.
  • Introduce strategic planning before housing reforms take effect. Allow locally set planning fees to support resourcing pressures.
