Our response to the government’s revised National Planning Policy Framework raises significant concerns that the proposed reforms centralise decision‑making, reduce local democratic control, and undermine the plan‑led system.  Whilst we welcome greater stability in national planning policy and supports the introduction of Spatial Development Strategies (SDSs), the response argues that the framework fails to give SDSs a clear and distinct role relative to Local Plans.

We believe SDSs should be prioritised and brought forward first, as they can provide strategic direction and avoid Local Plans needing early revision. Our response raises concerns over new National Decision Making Policies which are to be set centrally by government. We warn that this highly permissive, rules‑based approach could erode local discretion and lead to increased speculative and unsustainable development—particularly in rural areas. It raises concerns about policies enabling development outside settlements and around county train stations, which have the potential to alter the character of rural villages and towns. It also highlights ongoing concerns over nationally-imposed housing targets  - with counties bearing the brunt of these. This consultation response also warns that several policies lack clarity, risk unintended consequences, and fail to integrate effectively with climate, infrastructure, and viability objectives.

Overall, we argue that the draft NPPF shifts too much power away from locally accountable authorities, potentially damaging public trust and undermining local planning outcomes.
