This report, developed by PwC in partnership with the County Councils Network (CCN), examines how local government could evolve to remain relevant, resilient and effective by 2030.

It argues that the Covid‑19 pandemic accelerated structural change and demonstrated the essential role councils play as leaders of place.

The CCN highlights that local government has moved far beyond service delivery alone, increasingly acting as convener, system leader and steward of inclusive growth.

The report introduces the concept of the “Future Council”, emphasising the need for councils to operate at scale while remaining deeply connected to communities.

It identifies growing pressures from rising demand, long‑term funding constraints and demographic change.

Financial analysis shows a widening gap between spending need and available resources, particularly in high‑cost areas such as adult and children’s social care.

Recommendations to government include:

  • Devolve greater powers and responsibilities to county and unitary councils.
  • Reform local government funding to provide long‑term certainty and sustainability Invest in strategic capacity, leadership skills and workforce productivity.
  • Accelerate digital, data and technology transformation across councils.
  • Strengthen councils’ role as place leaders in levelling up, recovery and net zero delivery.
