We responded to the government's consultation on its planned SEND reforms in this document. Based on evidence from our member councils, we report broad support for the reforms’ ambition to create a more inclusive, early-intervention-focused education system. The proposals are viewed as a significant opportunity to improve outcomes and reduce systemic inefficiencies. However, their success depends heavily on coordinated implementation, adequate funding, workforce capacity, and stronger partnership working. Concerns remain about whether the system can manage rising demand while transitioning to a new model.

Recommendations to government include:

  • Clarify roles, responsibilities, and accountability across local authorities, schools, and health partners.
  • Develop a comprehensive national workforce plan to address shortages in specialist staff.
  • Provide detailed guidance on inclusion standards, EHCP thresholds, and ISP implementation.
  • Ensure sufficient and sustained funding, particularly during the transition period.
  • Address policy gaps, including post-16 pathways, transport, and support for non-SEND needs.
  • Strengthen mechanisms to build parental trust and improve dispute resolution processes.
