This report, produced with Tunstall, explores how assistive technology (AT) can transform adult social care. The report suggests that with councils facing rising demand, workforce pressures and an ageing population, AT offers an opportunity to support preventative care, reduce reliance on high‑cost services and help people remain at home for longer.

A survey of CCN members found that counties see strong potential for using digital tools, remote monitoring, predictive analytics and smart home technologies, but implementation varies widely.

Key challenges include inconsistent terminology, limited digital infrastructure in rural areas, interoperability issues, workforce readiness and a need for better citizen engagement.

The report stresses that AT must be embedded as a mainstream element of social care, not an optional add‑on.

CCN argues that national reforms must recognise AT’s central role, support integration with health systems, and provide long‑term funding and infrastructure to ensure equitable access across all communities.

Recommendations to government include:

  • Use consistent, simple terminology for AT across social care Create a National Strategic Framework for integrating.
  • AT Improve digital and broadband infrastructure nationwide Fully plan for the analogue‑to‑digital transition.
  • Provide long‑term funding to support AT investment

Recommendations to local authorities include:

  • Maximise AT delivered through existing household devices.
  • Expand training for social care professionals.
  • Strengthen co‑creation between councils and technology developers.
  • Establish interoperability standards across all AT systems
