Local Partnerships
Local Partnerships is an in-house public sector delivery partner, jointly owned by the Local Government Association, HM Treasury and the Welsh Government. We work exclusively with local authorities, combined authorities, central and devolved government to deliver better outcomes for communities.
We have along-standing relationship with the County Councils Network (CCN) and its member councils, supporting counties to deliver major programmes at pace.
Local government is undergoing significant change from reorganisation and devolution to evolving expectations from residents. We work alongside county authorities to respond to these challenges, helping translate national priorities into practical, locally deliverable solutions.
As a trusted interface between local and central government, we combine policy insight, technical expertise and delivery capability. We support councils to take a more joined up, place-based approach to service delivery.
Our work with counties spans some of the most pressing issues facing the sector, including:
- Local Government Reorganisation and devolution
- major infrastructure and place-based regeneration
- housing delivery and financial resilience
- waste and energy transition
- governance and commercial capability
Examples of our recent work include:
- supporting over 50 councils through the Council Housebuilding Support Service (CHoSS), helping strengthen housing pipelines, improve governance and reduce the risk of unviable schemes
- delivering Local Government Reorganisation (LGR) support, with 88% of LGR councils engaging in our tools, webinars and guidance and direct support to priority areas
- providing commercial and contract management support to 22 councils through the Contract Management Pioneer Programme, with practical tools and resources downloaded over 5,000 times across the sector
- supporting innovative programmes such as Prisoners Building Homes, linking housing delivery with skills and rehabilitation outcomes
Our approach is delivery focused and combines strategic advice with hands on support to open up capacity and capability for councils.
Our core services include:
- programme and project delivery
- governance, assurance and review
- business case development and options appraisal
- commercial, financial and technical advisory
- strategic planning and policy translation
- stakeholder engagement and partnership working transformation and change support
